Sovereign AI

Sovereign AI describes deploying AI in a way that keeps the data, the models and the underlying infrastructure under the control and jurisdiction of a specific organisation or nation, rather than dependent on services controlled by an external party or subject to another jurisdiction’s laws. The term is applied both at national scale — a country building AI capability it governs — and at organisational scale, where it means retaining genuine control over the AI a body relies on.

The idea has gained prominence as organisations and governments recognise how much dependence a hosted AI service can create: over where data is processed and which laws apply to it, over continuity of access to a capability supplied by another party, and over the ability to inspect and control how the system behaves. Sovereign AI is the response — deliberately structuring an AI capability so these dependencies are removed or held within the organisation’s own control.

In practice, sovereign AI draws on the same building blocks as other secure-deployment approaches: open-weight models that can be run locally, on-premises or in-region private deployment so data and inference stay within the jurisdiction, and governance that keeps decision-making and oversight in-house. It is closely related to data sovereignty, but broader — it concerns control over the whole AI capability, not only the data it processes.
